The Chen family, with five brothers and two sisters, has at least doubled the profit for every restaurant they have owned since their arrival in America 30 years ago. Fox News 4/30/10: Should Massachusetts Reduce Its Sales Tax?. To Massachusetts resident Carla Howell, the only good government is small government. Massachusetts currently has a sales tax of 6.25 percent. Carla, who is a registered libertarian, is now supporting a ballot initiative that would cut it to 3 percent. She says the only way to cut big government spending is to cut big government funding. But not everyone is as excited as Carla about a reduced sales tax. “If this passes it will be a complete disaster for Massachusetts,” said Donna Kelly-Williams. “Once again we will be passing a burden onto our kids." Kelly-Williams is a nurse in Cambridge and a member of the Massachusetts Coalition for our communities, the main group opposing Howell’s initiative. She points out that the cut would leave a $2.5 billion hole in the state budget.

Metrowest Daily News 4/30/10: Flood-related damages in the hundreds of thousands. As local residents continue to clean up damage from last month's record rainfall, many communities have begun tallying flood-related overtime costs and damage to public buildings in hopes of receiving federal disaster relief. Wayland, one of the hardest hit towns in MetroWest, suffered about $563,000 in damage to public facilities during the March 12-15 deluge, said Wayland Police Chief Bob Irving. The town's Public Safety Building had extensive damage to the electrical system and the heating, ventilation and cooling systems, while the Wayland Free Public Library has been closed since the storm and is not expected to reopen until July because of serious damage to the walls, insulation and flooring on the building's first floor. Irving estimated a second storm on March 29 caused an additional $100,000 in damage to public buildings and overtime costs for public employees.

Boston Globe 4/29/10: Towns add up flood damage for federal grants, and figures show wide range. While around $35 million in federal relief funds has already been distributed to property owners, Governor Deval Patrick announced last week that cities and towns would be eligible for relief as well. It will cover up to 75 percent of costs for damage to public facilities and overtime for municipal employees deployed in disaster relief roles. Wayland, which sits along the banks of the Sudbury River, has been hampered in its efforts to collect information because one of the many buildings damaged by flooding was the town’s Public Safety Building. Other damaged facilities include pumping stations and the Wayland Free Public Library, which is still closed. "There are neighborhoods, like Squirrel Hill and Rolling Lane, where people are still pumping out their basements six weeks later,’’ said Police Chief Bob Irving. "We were rescuing people from Pelham Island Road in duck boats. It was really bad." After the first storm, Irving said he estimated the damage to Wayland’s public facilities to be $563,000, with at least another $100,000 estimated from the second flood.

Wayland Town Crier 4/29/10: No cost estimate yet on repairs to Wayland Library. According to the best estimates from John Moynihan, Wayland’s public facilities director, the Wayland Library will remain closed until at least the early part of July due to the flooding caused by last month’s heavy rains. The lower level has sustained serious damage to walls, insulation, flooring, fixtures and the elevator. The upper level has remained largely unaffected, though it is being used as overflow storage. Moynihan is seeking qualified contractors and bids for the repair work.

Wayland Town Crier 4/29/10: Spotlight Productions back for third year at St. Julia. When it came to choosing an honors thesis for his theater arts degree at Brandeis University, Harley Yanoff said he "didn’t see how simply putting on a play would further my career," as all his peers were doing. So he pitched the idea of summer theater workshops as an honors thesis. He didn’t expect to actually open one but the project snowballed and became a reality. In the MetroWest area, where parents are always on the lookout for somewhere fun to send their children each summer, Yanoff has set himself apart. The workshops at Spotlight Productions are two three-week sessions which have developed a strong fan base. His participant-to-staff ratio stresses one-on-one instruction besides group work and his young staff appeals to kids.

Wayland Student Press Network 4/28/10: Student journalists receive top honors. While most Wayland High School students were catching up on their sleep during their first few days of vacation, four members of the WSPN staff, along with adviser Janet Karman, traveled to Portland, Oregon for the National Scholastic Press Association’s (NSPA) National High School journalism convention. Students attended sessions and workshops to learn more about all aspects of journalism ethics, writing, and new media. In January, WSPN was nominated for an NSPA Pacemaker Award, which was to be announced on April 19th at the convention. The Pacemaker nomination marked the third nomination for the three-year-old WSPN program, which received the Online Pacemaker award the previous two years under the leadership of WSPN founder Robin Kim.

It's the kind of service that libraries say patrons are using in record numbers. Yet six state-funded organizations that run such programs saw a 28 percent budget cut this fiscal year and they expect to lose as much as another 29 percent the next. Boston Globe 4/25/10: Wayland architect works to spread ‘time banking’ network west of Boston. Judy Bennett may be an architect by trade, but her talents run far beyond her resume’s bullet points. She can sew, organize closets, illustrate, and paint with watercolors. And on Wednesday night in Natick, the Wayland resident told about 20 people how she’s harnessed all of these talents, both mundane and highly skilled, to help others, and in return get stuff done that she’d otherwise have to pay for, like getting a bike fixed. Bennett, like more than 650 people in Greater Boston, practices "time banking", a 23-year-old phenomenon that proponents hope to expand in area communities in the coming months. At its most basic level, time banking is a way to get things done for free by doing other things for free.

Candidates running for the new Board of Public Works addressed everything from town flooding to new water meters at last week’s League of Women Voters’ Candidates Night. The following candidates are running for uncontested seats on the Board of Public Works – Tom Abdella (one-year term), Michael Wegerbauer (three-year term) and Eric Knapp (three-year term), the latter of whom was not able to attend Candidates Night. The three candidates running for two open seats for a two-year term on the board are in a contested race – Jonathan Mishara, Shawn Fennelly and Chris Brown. Only Mishara was able to be present at Candidates Night last week.

Wayland Town Crier 4/22/10: Candidates in uncontested races speak at League of Women Voters forum. Other candidates in uncontested races were also given the chance to introduce themselves and state their priorities at last week’s Candidates Night sponsored by the League of Women Voters. Susan Rufo is running for re-election to the Board of Assessors, a department which has undergone some transition recently to fix assessment problems. Susan Weinstein is running for re-election to the Housing Authority, which she said is involved in several exciting initiatives, including transitioning Bent Park into a federal program under the oversight of the U.S. Department of Housing and Urban Development. Anne Heller is running for re-election as a library trustee. She has lived in Wayland for 30 years, and started becoming involved in the library in the early 1990s. She joined the Board of Library Trustees in 2001, and has been the chairwoman for the last five years. Colleen Sheehan, currently an associate member of the Planning Board, is looking to serve as a full member. As an associate member, she has already seen the Planning Board work on the new High School project and the new Community Pool.

Wayland Town Crier 4/22/10: Wayland High grads run Marathon on a whim and for a great cause. On Saturday evening, a day-and-a-half before the 114th running of the Boston Marathon, Bobby Lerman and Alex Schultz decided to run. They posted their intentions on Facebook and sent out e-mails looking for support from family and friends. Despite their lack of training, they both thought it would be a great way to challenge themselves and raise money for Partners in Health, an organization that partners with communities around the world to combat disease and poverty. Wayland's Marcia Crowley honored posthumously for environmental work. Seven individuals, including a Wayland woman, and 10 organizations from Massachusetts are being honored today, Earth Day, in Faneuil Hall as EPA presents the 2010 Environmental Merit Awards. During a celebration of the 40th anniversary of Earth Day, the organization recognized significant contributions to environmental awareness and problem solving by 40 people and groups across New England. The merit awards allow EPA to recognize individuals and groups whose work has protected or improved the region’s environment in distinct ways. Given out by EPA since 1970, the merit awards honor individuals and groups who have shown particular ingenuity and commitment in their efforts. Among those honored with lifetime achievement awards was the late Marcia P. "Marcy" Crowley of Wayland, who was honored posthumously.

An informational session on the proposal to transfer a parcel of land to Habitat for affordable housing will be held in Town Building at 7:30pm on Monday, May 3 as part of the Wayland Housing Partnership meeting. This proposal concerns a 3-acre parcel on land on Stonebridge Road where the aqueduct crosses the road. The land is currently owned by the town DPW and an article in the town warrant asks that it be sold for one dollar to Habitat for Humanity – MetroWest/Greater Worcester. It is anticipated to build two duplexes, housing a total of four families. We hope to be able to involve Wayland religious and youth groups in building the houses. Funding will be from donations and from the mortgages the new owners pay. Habitat representatives will be on hand to answer questions. This informational session is separate from the general Warrant Hearing also being held at Town Building on May 3.

Wayland Town Crier 4/21/10: Selectman candidates air differing viewpoints at Candidates Night. John Bladon and Don Bustin presented voters with two different viewpoints at the League of Women Voters’ Candidates Night for the open seat on the Board of Selectmen. Bladon has been a Wayland resident for 21 years. He worked for 24 years as a consultant with Arthur Andersen and its spin-off Accenture. In the last five years, he has owned and operated his own business. Bladon is currently serving on the Finance Committee, and has coached local teams including lacrosse and soccer. Bustin believes he would represent a segment of the town which currently does not have a voice in town government.

Wayland Town Crier 4/21/10: Keep up with Skype technology at demonstration. Skype? Whatever is that? I first heard about this technology several years ago. Vaguely, I understand that it’s a software application that allows people to make free phone calls to other Skypers using a computer. And, if Web cams are added, the callers can actually see one another. Skype plus Web cams have been widely touted as a way for far-flung families to stay bonded, especially by keeping up with growing grandchildren, nieces, nephews and the like. The Wayland Council on Aging is sponsoring a Skype demonstration on Wednesday, April 28 at 10:30 a.m. The COA promises that presenter Serge Kogan will demystify and simplify. The event is free and open to the public.

Students from Minuteman Career & Technical High School in Lexington recently competed at the 80th annual Massachusetts Future Farmers of America (FFA) convention in Sturbridge, Mass. In the Nursery Landscape event, the Silver Team Award went to senior John Bryant of Wayland, senior James Mack of Bedford, sophomore Sean Harris of Medford, and sophomore Joseph DeBassio of Ayer. Sophomore Collin Wallace of Wayland earned a second place individual award in the Soils Evaluation event, and John Bryant of Wayland was also earned a Silver Team Award in Safe Equipment Operations.

An unprecedented European travel disruption has put overseas spring break trips in doubt for area high schools and left stranded residents waiting to return home. In Wayland, 16 students taking French and two teachers had been scheduled to leave Thursday for the high school's annual weeklong Paris trip. Voters will have to choose between two candidates with impressive backgrounds to fill a vacant seat on the School Committee on May 11, as attorney Deborah Cohen has decided not to run for re-election. The local Town Election, with contested races for School Committee, Board of Selectmen and Board of Public Works (two-year term), will take place on the same day as the state election to fill the Senate seat left vacant by Scott Brown. For the two School Committee candidates, Shawn Kinney is the chief executive officer of his own company, Hyaluron, and Beth Butler has worked as a trial attorney and trial judge for the Massachusetts Superior Court.
