<p><span style="color:#(color);"><span style="font-size: 12px; "><span style="font-family: arial, helvetica, sans-serif; ">As you may already know, Solarize Massachusetts is a state-sponsored program developed by the Massachusetts&nbsp;Clean Energy Center (MA CEC) and the Massachusetts Department of Energy Resources&nbsp;(MA DOER) to encourage residential solar photovoltaic electricity (PV) installations.&nbsp;The program provides a framework for municipalities, homeowners and solar installers to&nbsp;work collaboratively to maximize cost-savings and energy efficiency benefits.&nbsp;</p>
<p>			<b>One Installer, three towns</b>.&nbsp;Wayland submitted a successful proposal together with Lincoln and Sudbury, which means we will have one installer for all three towns. The program is for residential and commercial (up to 15 kW) installations.&nbsp;We are currently in the process of selecting&nbsp;the installer. As soon as the selection is complete we can get moving with site visits and signups.&nbsp;</p>
<p>			<b>Tiered pricing.</b>&nbsp;The price structure is a tiered one: with just one contract signed, we will enter the first tier (already under the average cost per Installed Watt). As more and more people sign up, we will move up into higher tiers and into more cost savings, which will be applied to all participants, even those who have already contracted.</p>
<p>			<b>Deadline</b>.&nbsp;Only contracts with this Installer signed&nbsp;before 30 September 2012&nbsp;will fall under the Solarize program, its conditions and benefits.&nbsp;This means that we have only four months to make it to the highest price tier.</p>

<p class="MsoNormal"><b>SUMMER READING PROGRAM. &nbsp;</b>This year&rsquo;s summer reading theme is &ldquo;Dream Big&ndash;<span style="font-size: 11pt; ">READ</span>!&rdquo; for children and &ldquo;Own the Night&rdquo; for teens.&nbsp; The kick-off events for Dream Big&ndash;<span style="font-size: 11pt; ">READ</span>! will be a magic show (for children ages 3+) and a balloon sculpting workshop (for children ages 8+), both on Thursday, June 28.&nbsp; Other program highlights include a visit from live owls and a shadow puppet show.&nbsp; Registration for Dream Big&ndash;<span style="font-size: 11pt; ">READ</span>! begins the same day as the kick-off events (6/28).&nbsp; Children can sign up at the library and pick up their Dream Big&ndash;<span style="font-size: 11pt; ">READ</span>! goodie bag, which will contain a listing of the summer programs as well as a prize.&nbsp; Children can also register online by following the Summer Reading link on the left side of the <a href="http://www.waylandlibrary.org/children/summer_reading.htm">Children&rsquo;s section</a> of our website (waylandlibrary.org).&nbsp; Children are encouraged to keep track of their summer reading online or (if they prefer) on paper reading logs.&nbsp; All participants in Dream Big&ndash;<span style="font-size: 11pt; ">READ</span>! will be invited to an ice cream party on Tuesday, August&nbsp; 14.&nbsp; Registration for the teen summer reading program &ldquo;Own the Night&rdquo; also starts on Thursday, June 28.&nbsp;&nbsp;</p>

<div style="margin-top: 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 0px; font-size: 13px; background-color: rgba(255, 255, 255, 0.917969); ">On January 17, 2012, a petitioner&rsquo;s article was filed for insertion in the 2012 Annual Town Meeting Warrant by lead petitioner Shawn Kinney, a member of the Wayland School Committee, requesting Town Meeting to ratify the majority vote of the School Committee to seek an audit by your office under the provisions of MGL c. 11, sec. 12.&nbsp; Mr. Kinney subsequently contacted your office by letter dated January 25, 2012 to inquire about the process and cost for conducting such an audit.&nbsp; On February 15, 2012, Mr. Kinney and other petitioners submitted a revised article.&nbsp; While the original article cites MGL c. 11, sec. 12, the revised article removed the reference to state law and instead requested Town Meeting to authorize and direct the Board of Selectmen to request the State Auditor to conduct the review.&nbsp; Reference is made to the letter dated February 21, 2012 from your office, a copy of which was provided to all citizens as an appendix in the Warrant.&nbsp; In that letter, you indicated familiarity with The Abrahams Group reports on various financial practices.&nbsp; To the extent you wish to review these reports in making a final determination, links are provided:</div>

<p>The Wayland Habitat Project can solve your problem! Buy your father (and father-in-law) foundation blocks for the two duplexes that will be built on Stonebridge Road. It is big and showy but the certificate he will receive doesn&rsquo;t take up a lot of space. <div>Through the lens of a scientist, an engineer, and a technology inventor Professor Bulović will present the solar technology landscape and its potential contribution to the U.S. energy footprint. Sunlight is by far the most abundant global carbon-neutral energy resource known to man, and has the potential to meet our large-scale energy needs, yet less than 0.1% of U.S. energy is provided by solar technologies. Two unfortunate drawbacks of sunlight as an energy source are its relatively low power densities and intermittency. These limit the practical appeal of solar energy technologies and make capturing sunlight on a large scale a difficult problem.</div>
<div>&nbsp;</div>
<div>The talk will quantify both the sheer scale of energy demand in the U.S. and the potential for solar energy to become a viable alternative to fossil fuel consumption. We will discuss why solar cell conversion efficiency requirements are so formidable, why cost considerations are so stringent, and why high-throughput manufacturing processes are essential for the success of solar technology deployment. Such doses of reality always spur MIT innovation. Therefore, as a glimpse into the world beyond conventional solar technologies, the talk will present the latest MIT advancements of transparent, lightweight and 3D solar cells that enable seamless integration of solar technologies with large built-area environments, for a scalable introduction of solar-enhanced living. Keep in mind that in just one hour of sunlight, the sun&rsquo;s energy striking the surface of the earth matches all of the fossil energy consumed globally in a year, and you will recognize that our most abundant energy source is still waiting to be tapped.</div>

<div>Vladimir <b>Bulović</b>, Ph.D. is the Professor of Electrical Engineering at MIT leading the Organic and Nanostructured Electronics laboratory, directing the MIT Microsystems Technology Laboratories, co-directing the MIT-eni Solar Frontiers Center and co-heading the MIT Energy Studies Program. Bulović&rsquo;s research interests include studies of physical properties of organic and organic/inorganic nanocrystal composite thin films and structures, and development of novel nanostructured optoelectronic devices. He is the author of over 120 research articles (cited over 8000 times) and an inventor of 50 U.S. patents in areas of light emitting diodes, lasers, photovoltaics, photodetectors, chemical sensors, programmable memories, and micro-electro machines, the majority of which have been licensed and utilized by both start-up and multinational companies. He is a founder of QD Vision, Inc. of Watertown, Mass., which is producing quantum dot optoelectronic components; of Kateeva, Inc. of Menlo Park, Calif., which is focused on development of printed organic electronics; and Ubiquitous Energy, Inc., which is developing nanostructured solar technologies. Prof. Bulović received his M.S.&nbsp; from Columbia University in 1993 and his Ph.D. from Princeton University in 1998. The recipient of numerous technical and teaching awards, in 2009 he was awarded the Margaret MacVicar Faculty Fellowship, MIT&rsquo;s highest teaching honor, and in 2011 he was named the Faculty Research Innovation Fellow for excellence in research and international recognition.&nbsp; Most recently he shared this year&rsquo;s SEMI Award for North America in recognition of his contribution to commercialization of quantum dot technology.</div>

<p class="MsoNormal"><b><span style="text-transform:uppercase">Navigating the Path to Independence. &nbsp;</span></b>In the next program in our series for adults with disabilities and their families, Wayland resident Deborah Harrison will take a look at the effectiveness of life skills coaching for adults with disabilities. &nbsp;&nbsp;The title of her talk is &ldquo;Time Management, Organization, and Communication Skills Training for Adults with Disabilities.&rdquo;&nbsp; As a life and career coach and case manager for adults with disabilities, she works with clients to explore options for feeling more effective in their personal and work lives. Important keys to successful independent living involve a certain level of self-awareness, self-motivation, and self-monitoring abilities for managing time, organizing one&rsquo;s life, and using effective communication skills.&nbsp; Deb is a licensed and certified speech-language pathologist, with over 25 years of experience treating speech, language, and communication disorders in a variety of clinical settings.&nbsp; Monday, May 21, at 7:00 p.m.&nbsp;</p>

<p>Enjoying the ride on Saturday, May 5. Well deserved &#038; extremely honored !</p>
<p>In grateful appreciation for over 20 years of service to the community, Adrian has coached and mentored hundreds of Wayland children over the past 20 years in all sports, through various Park and Recreation programs and has supported the WBSA through his efforts in coaching and umpiring. </p>
<p>He is a true leader in the community. His affable smile and youthful enthusiasm are qualities that have positive impacts on everyone who he has touched.</p>
<p>Thank you Adrian ! See you behind the plate&#8230;</p>
<p>Maxine Gordon had those rare qualities that made her a great coach and sportswoman and a true role model for all our youth. Maxine loved people and sports. She loved kids. She loved a good game. The Wayland Baseball and Softball Association was greatly enriched by her involvement and spirit. Maxine always had cheerful, encouraging and positive words for every player. She instilled the love of sports and good sportsmanship. Maxine made a difference in a lot of kids&#8217; lives. She coached both softball and baseball teams and was the first woman to coach in the majors. She helped each player to develop and grow. Each player came with a certain set of skills. Each improved. Each could feel good about how they played. Each was an important part of the team. Maxine&#8217;s players developed skills while enjoying the sport, the competition, and the camaraderie. </p>
<p>With her enthusiasm and knowledge, her encouraging selfless approach, and her love of people and sports, Maxine Gordon was a great role model for all.</p>

			<content:encoded><![CDATA[<p>New Drug Collection Units Offer Safe Disposal</p>
<p>Wayland residents will now have a free, safe method to dispose of unused or expired prescription medication thanks to a new drug collection program announced today by Middlesex District Attorney Gerry Leone and Police Chief Robert Irving. MedReturn Drug Collection Units will be delivered by Friday to 29 police departments in Middlesex County, including Wayland.&nbsp; The Middlesex District Attorney&rsquo;s Office purchased the units for the departments through drug forfeiture funds, which can be used for the purpose of drug rehabilitation, drug education and other anti-drug efforts.&nbsp;</p>
<p>&ldquo;Illegal use of prescription drugs is the nation&rsquo;s fastest growing drug problem,&rdquo; DA Leone said.&nbsp; &ldquo;Part of the problem is that these harmful drugs often sit unused in medicine cabinets, offering easy access for young people to take and abuse them.&nbsp; These new drug collection units provide an effective and convenient method for disposal of unwanted medications without harming our environment and keeping powerful drugs off of the streets.&rdquo;</p>
<p>The effort is part of the District Attorney&rsquo;s goal to address issues of substance abuse among young people.&nbsp; An estimated 2.4 million Americans misused prescription drugs for the first time within the past year, and about a third of those users were age 12 to 17, according to the National Institute on Drug Abuse.</p>
<p>&ldquo;There is a misunderstanding about the dangers of prescription drugs,&rdquo; said Chief Irving.&nbsp; &ldquo;No one should ever take a prescription drug that was not prescribed for them by their doctor.&nbsp; All too often we see instances where people have misused and abused these drugs with deadly consequences.&nbsp; Having the drug collection unit in Wayland will make it easier for all residents to safely dispose of unused drugs and hopefully prevent future drug-related incidents.&rdquo;</p>
<p>The drug collection units will be placed at the Wayland police station.&nbsp; Medication can be disposed of anonymously at any time.&nbsp;</p>
<p>The Centers for Disease Control and Prevention has classified prescription drug abuse as an epidemic.&nbsp; According to the National Survey on Drug Use and Heath, more than 70 percent of people who abused prescription pain killers got them from relatives or friends. Additionally, the study reports, more and more opiate overdoses are now a result of prescription painkillers.&nbsp;</p>
<p>Every day, on average, 2,500 teens use prescription drugs to get high for the first time, according to the Drug Enforcement Administration.&nbsp; The DEA also reports that 56 percent of teens say prescription drugs are easier to get than illicit drugs.&nbsp; Two in five teens believe that prescription drugs are safer than illegal drugs.&nbsp; Middlesex County is the largest county in Massachusetts and one of the largest counties in the country with 54 towns and cities and 26 colleges in urban, suburban, and rural areas, comprising over one quarter of the population of Massachusetts.&nbsp;</p>
<p>The Middlesex District Attorney&rsquo;s Office has offices throughout the county, including communities such as Ayer, Cambridge, Concord, Framingham, Lowell, Malden, Marlborough, Natick, Newton, Somerville, Waltham and Woburn.</p>

<div>The High School Summer Community Service Program, which will be led by WHS nurse Amy Schoeff, kicks off on Thursday, June 21and winds up on August 9.&nbsp; All students from entering freshmen to graduating seniors are welcome to participate.&nbsp; Students meet weekly on Thursday evenings from June 21 to August 9 at the Senior Center from 6-7pm to plan projects; the community service takes place on weekdays, evenings, and some weekends. You may bring your own project ideas.&nbsp; Projects in the past have included:</div>

<li>Cradles to Crayons</li>
<li>Community Gardens</li>
<li>Parmenter Food Pantry-packing and delivering food</li>

<li>Assisting elderly residents-chores and yard work</li>
<li>Wayland Conservation-trail maintenance</li>

<p>The Wayland Public Schools Foundation (WSPF) was selected by Mahoney&rsquo;s Garden Center in Wayland to be the recipient of its 10% Charitable Day on Wednesday, May 16. &nbsp;&nbsp;Mahoney&rsquo;s will generously donate10% of the total sales from all purchases made in the Wayland store throughout the day on Wednesday, May 16 to the WSPF.</p>
<p>Please shop at Mahoney&rsquo;s on May16 and show your support for the work The Wayland Public Schools Foundation does on behalf of all school-age children throughout Wayland&rsquo;s five schools.</p>
<p>Since its inception in 1983, The Wayland Public Schools Foundation has awarded over two million dollars to Wayland&rsquo;s schools, through 587 individual grants. For 29 years the WPSF has been raising funds for grant proposals submitted by Wayland teachers and staff for cutting-edge programs that would otherwise go unfunded by school budgets. With school budgets under continual pressure, WPSF grants are increasingly important in maintaining Wayland Schools&rsquo; tradition of excellence.</p>

			<content:encoded><![CDATA[<p>The Wayland Board of Health is pre-registering Wayland residents for its next Household Hazardous Waste collection day to be held on Saturday, May 12, 2012. The collection location will be at 195 Main Street on Route 27 at the parking lot of the Highway garage at the Wayland Middle School. Residents interested in disposing of household hazardous waste must complete a pre-registration form on which they may choose a half-hour slot between 9 am and 12 noon on May 12. The pre-registration slots are assigned on a first-come, first-served basis. Forms are available in the Board of Health office, Wayland Town Building lobby, Council on Aging at Town Hall (all at 41 Cochituate Road), Wayland Public Library (5 Concord Way), the Wayland Transfer Station &amp; Recycling Center (484 Boston Post Road) and on-line: <a href="http://www.wayland.ma.us/boh">www.wayland.ma.us/boh</a>.</p>
<p>Completed forms must be submitted to the Board of Health office by<strong> Friday, May 11 before noon</strong>. Additional information regarding the location of the collection and the types of household hazardous waste that will or will not be collected is also listed on the registration form. In its announcement, the Board cited the need to minimize the generation of household hazardous waste by encouraging homeowners to buy only the quantities of paint, solvents, cleaners, pool supplies, pesticides and other hazardous materials that are needed, to utilize non-hazardous materials (if possible) instead of hazardous materials, to share leftover supplies with neighbors or others who might use them, and to donate paint and other useful materials to organizations that might be able to use them.</p>

Town Crier editor Michael Wyner will be the guest speaker at the Wayland Historical Society’s annual meeting on Wednesday, May 9 at 7:30 p.m. at the Grout-Heard House Museum. His presentation will follow the Historical Society’s annual reports and election of officers. President Jan Dunn will preside.<br />
Wyner, who has been editor of The Wayland Town Crier for the past eight years, will be reading humorous columns written by the Town Crier’s first editor, Don Willard.<br />
In the early days, Willard wrote a column for each issue. His columns were gentle spoofs on life in Wayland in the 1950s. He told about building a new Town Building (“Chester A. Arthur never had it so good”), about town meetings (“The only fight crowd that doesn’t eat peanuts”), about the town’s many organizations (“Oh, pioneers!”) and much more.<br />
Refreshments will be served. Lynne Cribben will be hostess. The public is welcome at all Historical Society meetings.</p>
