			<content:encoded><![CDATA[<p>The Board of Selectmen will meet on Monday, May 21, 2012 in Town Building.&nbsp;</p>
<p>After reviewing the agenda for the public, the Board will interview a citizen interested in appointment to the temporary Town Center Green Design Advisory Committee.&nbsp; Five other slots were filled at last week&rsquo;s meeting. After receiving public comment, the Board will consider the consent calendar and review correspondence.&nbsp;</p>
<p>At approximately 7:45 p.m., Selectmen will consider follow-up action required to implement the votes taken at the 2012 Annual Town Meeting.&nbsp;</p>
<p>The Board will discuss the appraisal process for disposing of two parcels of Town-owned land &#8211; 26 Lakeshore Drive and 52 Hawthorne Road &ndash; and may add additional parcels on Sycamore Road based on recent interest in purchase from abutters. Selectmen will continue discussion on possible updating of the Board&rsquo;s guiding principles and code of conduct.&nbsp;</p>
<p>Selectmen will also discuss date, time and location for office hours in June to be hosted by Selectmen Ed Collins and Joe Nolan. The Board will then hear the report of the Town Administrator before offering their own reports and concerns.&nbsp; During that segment, members will consider appointments and the duration of the temporary Town Center Green Design Advisory Committee, review the list of appointments expiring June 30, adopt a tentative schedule of meeting dates for the balance of calendar year 2012, and discuss legislative issues.&nbsp;</p>
<p>The meeting begins at 7:00 p.m. in the Selectmen&rsquo;s Meeting Room.</p>

			<content:encoded><![CDATA[<p>Town of Wayland 4/13/12: <a href="http://www.wayland.ma.us/Pages/WaylandMA_TownNews/01897668-000F8513">Summary of Action Taken at 2012 Annual Town Meeting</a>.</p>
<p>At Monday&rsquo;s first session:</p>
<ul>
<li>Voters recognized citizens (Article 1)</li>
<li>voters passed over Article 2 &ndash; pay bills from prior fiscal year &ndash; because there were none to pay.</li>
<li>Voters first rejected an amendment to Article 3 &ndash; current year transfers &ndash; to fund permitting alternative and supplemental discharge area for the wastewater treatment system 220-213 before approving the article as presented in the Warrant funding payments to Minuteman Regional Vocation-Technical High School by a vote of 394-58.</li>
<li>Voters rejected 417-283 a petitioner&rsquo;s article (Article 4) to change the method of seating the Finance Committee from appointed by the Selectmen to elected.</li>
<li>Voters first modified petitioner&rsquo;s article 5 that would have created an audit and review committee by stripping the investigatory power before rejecting the amended article 390-283.</li>
<li>Voters rejected a petitioner&rsquo;s article to reduce the CPA tax 403-213.</li>
<li>Voters rejected 187-89 an amendment that would have delayed transfering current water special revenue funds before approving the article establishing an enterprise fund for water services and transferring fund balances on July 1, 2012 into the new fund by a vote of 164-119.</li>
</ul>
<p>The first session of Annual Town Meeting adjourned at approximately 11:05 p.m.</p>
<p>At Tuesday&rsquo;s second session&nbsp;voters considered and approved (with amendments) Article 8 &ndash; FY2013 operating and capital budget.</p>
<ul>
<li>Voters rejected 254-132 an amendment to reduce the School Department budget by $545,946, which would have applied excess revolving funds to certain transportation and athletic expenses in FY2013. The School Committee has already voted to apply this funds in FY2012.</li>
<li>Voters approved 220-198 an amendment to eliminate the OPEB contribution of $1,313,000.</li>
<li>Voters approved 211-197 to appropriate $1.5M in water reserves and make those funds available to the Board of Public Works to consider reducing water rates in FY2013.</li>
<li>With those amendments, voters approved the operating budget by a vote of 366-24.</li>
<li>Town Meeting then considered, amended and approved the capital budget. The final vote was 209-13.</li>
<li>An amendment to delete $55,000 for the wireless fire alarm system for public buildings failed 248-97.</li>
<li>An amendment to delete $700,000 for the wirelss water meter system passed 157-155.</li>
<li>An amendment to delete three trucks and a backhoe (items 5d, 9a, 9b, and 12) failed 154-120.</li>
<li>An amendment to condition the Middle School roof replacement on receipt of state construction grant funds failed 152-92. However, an amendment to acknowledge that the state construction grant is discretionary and must be used for the project if awarded passed 210-19. The language is required by the Massachusetts School Building Authority.</li>
</ul>
<p>The second session of Annual Town Meeting adjourned at approximately 11:25 p.m.</p>
<p>At Wednesday&rsquo;s third session, voters disposed of 11 articles.</p>
<ul>
<li>Article 9 &ndash; voters rejected 134-93 a petitioner&rsquo;s article to fund a study of teacher compensation.</li>
<li>Article 10 &ndash; voters amended by a vote of 130-106 the proposed zoning bylaw which added &ldquo;public works facility&rdquo; to the permitted uses in the Refuse Disposal District by removing the word &ldquo;primarily&rdquo; as it pertained to the use. The zoning bylaw was approved 180-69, allowing a DPW facility to be sited within the area bounded by Route 20 from the Sudbury town line to the transfer station and behind the landill to the town-owned land on River Road where the sand and salt storage dome is located.</li>
<li>Article 11 &ndash; voters approved the resolution designating the River Road parcel for the future DPW facility 184-70. The resolution included language restricting access to River Road, requiring traffic to use the facility from Route 20.</li>
<li>Article 12 &ndash; voters appropriated $725,000 for design and construction documents for a new DPW facility by a vote of 150-97.</li>
<li>Article 13 &ndash; voters approved setting the compensation of the Town Clerk by a vote of 187-19.</li>
<li>Article 14 &ndash; voters approved the personnel classification plan for FY2013 by a vote of 155-42.</li>
<li>Article 15 &ndash; voters authorized disposal of surplus vehicles by a vote of 183-16.</li>
<li>Article 16 &ndash; voters approved a motion to encourage donations of gifts of land by a vote of 165-11.</li>
<li>Article 17 &ndash; voters approved real estate tax exemptions for seniors and others by a vote of 169-14.</li>
<li>Article 18 &ndash; voters passed over 104-92 the Assessor&rsquo;s recodification bylaw based on sentiment that there should be additional opportunities for public comment before considering it at a subsequent town meeting.</li>
<li>Article 19 &ndash; voters approved 130-46 adding a bylaw requiring boards and officials involved in completing the forms for the tax recapitulation process by which the tax rate is set each December to hold a public hearing on the data.</li>
</ul>
<p>The third session adjourned at approximately 10:40 p.m.</p>
<p>At Thursday&rsquo;s fourth session:</p>
<ul>
<li>Article 20 &#8211; voters approved Article 20 by a vote of 153-31 setting aside and reserving 10% of CPA tax collections to each of the three required categories.</li>
<li>Article 21 &ndash; voters approved 226-16 a proposal advanced by the Economic Development Committee to study land on Boston Post Road for senior, independent housing. Voters rejected two amendments attempting to condition the work on successful environmental testing, instead deferring to pledges from the EDC to sequence the work and suspend due diligence efforts if test results so indicated.</li>
<li>Article 22 &ndash; voters approved 205-50 CPA funding in support of the affordable housing project on Stonebridge Road.</li>
<li>Article 23 &ndash; voters rejected by a vote of 145-108 an article that would have allowed Minuteman Regional Vocational-Technical High School to establish a stabilization fund for capital projects.</li>
<li>Article 24 &ndash; voters approved a zoning bylaw to establish an advisory design review committee by a vote of 210-38.</li>
<li>Article 25 &ndash; voters rejected a zoning bylaw amendment governing the definition of service stations by a vote of 167-91.</li>
<li>Article 26 &ndash; voters approved an amendment to the town code clarifying the role of the Board of Public Works in traffic calming measures by a vote of 176-33.</li>
</ul>

<p>7:30pm Town Meeting called to order. A quorum is present. The parkingi lot is full. If the gymnasium fills up, the Auditorium will be used for over-flow with Miranda Jones moderating.</p>
<p>Article 1. Recognize Citizens and Employees for Particular Service to the Town. Passed</p>
<p>Article 2. Pay Previous Fiscal Year Unpaid Bills. Passed over, 247-36</p>
<p>Article 3. Current Year Transfers.&nbsp;</p>
<p>Anette Lewis proposes adding a line to current year transfers for water discharge system and to pay for it from waste water reserves. &nbsp;The amendment failed 220-213. The vote on the main motion is 394-58</p>
<p>Petitioner of Article 4 proposes to switch the order of articles to move the Omnibus Budget ahead of Article 4. This requires a 2/3 vote to pass: 181 in favor, 409 opposed</p>
<p>Article 4. Elect Finance Committee. It is 8:13pm</p>
<p>9:01 Vote on main motion, 283-417 motion failed</p>
<p>Article 5. Establish and Fun an Audit and Review Committee. Motion as in warrant, but amounnt increased by 15%. 283-390 vote on the main motion, motion failed</p>
<p>Article 6: Reduce rate of CPA Property Tax Surcharge. Time now is 9:34pm. The vote on the article 213-403, the motion failed</p>
<p>Article 7: Establish Water Enterprise Fund. Voting on a motion to amend ;89-187 opposed. Now to main motion. Motion passes 164-119.</p>
<p>Meeting adjourned at 11:03pm</p>
<p>&#8212;&#8212; start here Town Meeting Night 2, Tuesday, April 10 &#8212;&#8212;-</p>
<p>Town Meeting is underway, starting with arguments under Article 8 at 7:30pm</p>
<p>Article 8: FY 2013 Omnibus Budget.</p>
<p>(note: thanks to the <a href="http://wayland.patch.com/articles/article-action-recap-wayland-2012-annual-town-meeting">Wayland&nbsp;&nbsp;Patch</a> for this summary)</p>
<p>The Operating Budget and Capital Budget passed with the following amendments:</p>
<ul>
<li>Amendment (pg. 53 in the Warrant) passed 220 yes, 198 no to delete $1.3 million from line item 59, Insurance 32B.</li>
<li>Amendment (pg. 47 in the Warrant) passed 211 yes, 197 no to adjust source of funding the operating budget to replace $3,500,334 from water revenue with $2,000,334 from water revenue and $1,500,000 from water surplus.</li>
</ul>
<p>The total operating budget, as amended and approved, was $69,805,252.</p>
<p>Capital Budget passed with the following amendments:</p>
<ul>
<li>The capital budget motion presented by Bill Steinberg, a member of the Finance Committee, amended the funding sources presented in the Warrant to include $2,555,000 from borrowing (the extra $1.5 million was a change to borrow for the Wayland Middle School roof repairs instead of fund them through free cash); $535,000 from taxation; $220,000 from free cash; $1,110,000 from water surplus and $500,000 from water revenues. Only the borrowing and free cash amounts were different from those printed in the Warrant. Those amounts were further changed by the below amendments.</li>
<li>Amendment (pg. 54 in the Warrant) passed 157 yes, 155 no to delete line item 13, Network Meter Reading System, requested at $700,000. That $700,000 was to be funded by water surplus, so the water surplus funding for the overal capital budget was adjusted to $410,000 to reflect the subtraction of the $700,000 line item deleted by amendment.</li>
<li>Amendment (pg. 54 in the Warrant) to amend the motion under line item 19 to further explain the town&#39;s ability to borrow funds for the Wayland Middle School roof repairs and the relationship of that borrowing to any possible grant money received from the Massachusetts School Building Authority.</li>
</ul>
<p>Total capital budget, as amended and approved, was $4,220,000.</p>

			<content:encoded><![CDATA[<p>The Board of Selectmen will meet on Monday, March 5, 2012 in Town Building. &nbsp;Selectmen will convene briefly at 6:30 p.m. and then enter into executive session to consider an employee grievance. &nbsp;The public portion of the meeting will begin at 7:00 p.m. where members will receive public comment, consider and approve the consent calendar, and review correspondence.&nbsp;&nbsp;</p>
<p>At approximately 7:30 p.m., Selectmen will receive an update on the status of various articles and review logistics for town meeting, including a review of adjustments to the Moderator&rsquo;s rules and procedures to accommodate use of electronic voting and visual technology to allow display of maps and photographs to the assembly and an abbreviated presentation procedure to be tried for non-controversial articles.&nbsp;&nbsp;</p>
<p>Beginning with the March 5 meeting and continuing on March 12 and 19, Selectmen will hold substantive discussions on specific articles. &nbsp;Sponsoring boards and departments and lead petitioners have been invited to hear the discussion and to be available to respond to questions. &nbsp;This week, Selectmen will examine in detail proposals to elect the Finance Committee, to establish an audit and review committee, and to reduce the CPA tax from 1.5% to 0.1%. &nbsp;Also planned for discussion is the request from Minuteman Regional Vocational High School to modify the FY2012 budget to provide about $30,000 for operations and for code-related renovations as a current year transfer at Town Meeting. &nbsp;Later, Selectmen will review the status of various articles that have been modified in the past week. &nbsp;It is customary that the text of some articles are modified to achieve stated goals and meet legal requirements until the Warrant is printed.&nbsp;</p>
<p>Selectmen will then listen to the report of the Town Administrator and preview the schedule and agenda topics for the next several meetings. &nbsp;Selectmen will then offer their reports and concerns, including an update on the process for evaluating the performance of the town administrator.&nbsp;&nbsp;</p>
<p>The meeting begins at 7:00 p.m. in the Selectmen&rsquo;s Meeting Room.</p>

<p>The Board of Selectmen will meet on Monday, February 27, 2012 in Town Building.</p>
<p>Selectmen will convene in the Large Hearing Room to conduct a special ceremony at which time four officers of the Fire Department will take an oath and assume new leadership roles. &nbsp;Vincent Smith will be sworn in as Fire Chief, David Houghton as Deputy Chief, Robery Dorey as Captain and Ken McGuire as Lieutenant. &nbsp;Later, Michael Boyes will be introduced as the newest member of the fire service, having started this month as the department&#39;s third paramedic.</p>
<p>After the ceremonies, the Board will receive public comment and then consider and approve the consent calendar and review correspondence.</p>
<p>Next, Selectmen will review the status of various articles submitted for inclusion in the 2012 Annual Town Meeting Warrant. &nbsp;It is customary that the text of some articles are modified to achieve stated goals and meet legal requirements during the vetting process that is ongoing through the printing of the Warrant in mid-March. &nbsp;Selectmen will review changes to articles submitted since the last meeting. &nbsp;The Board will also review logistical matters including the implementation of electronic voting and potential offering of audio/video capability for maps and photos that may be displayed during presentations of articles.</p>
<p>Later, the Board will consider documents submitted by Twenty Wayland, LLC necessary to affirm easements and lots established during the Master Special Permit process and receive an update on all aspects of the project.</p>
<p>Selectmen will then listen to the report of the Town Administrator and preview the schedule and agenda topics for the next several meetings. &nbsp;Selectmen will then offer their reports and concerns, including an update on the process for evaluating the performance of the town administrator and consider extending the charge and appointments of members of the Operational Review Committee until March 23, 2012 to complete their work.</p>
<p>The meeting begins at 7:00 p.m. in the Large Hearing Room.</p>

			<content:encoded><![CDATA[<p>New information was released today by the contractor regarding the bridge project:</p>
<p>1. &nbsp; &nbsp; &nbsp;Initial bridge closing: no change &#8212; still Monday 2/27/12 at 7 a.m. &nbsp;Four pilings and two temporary abutments will be built next week.</p>
<p>2. &nbsp; &nbsp; &nbsp;Bridge temporary reopening: no change &#8212; still 3/16/12 but footnoted that the proposed reopening date is an estimated date and will depend on several factors, including National Grid&rsquo;s completion of work on the gas main that needs to be relocated to allow for construction of the bridge, the condition of the river (no flooding is anticipated), and unforeseen situations/events. &nbsp;Reopening could be earlier, but doubtful.</p>
<p>3. &nbsp; &nbsp; &nbsp;Long term closure date: originally proposed for May 1, 2012 for demolition of the bridge. &nbsp;That is now changed. &nbsp;Closure of the bridge is now scheduled for April 16, 2012. &nbsp;That date too is a best estimate and dependent on the same factors as above and on Point 4 below.</p>
<p>4. &nbsp; &nbsp; &nbsp;The MWRA, which controls the dam in Southborough, needs to repair their dam. &nbsp;In preparation for that work, they will be releasing 2 billion gallons of water into the Sudbury River commencing on or shortly after Friday, March 2, 2012. &nbsp;The release is expected to be completed by April 15th, thus allowing the bridge work to begin on April 16th.</p>
<p>With the two-week advancement in the schedule for bridge demolition &amp; replacement, maybe we will see a reopening of Pelham Island two weeks earlier than previously stated (likely, sometime in November).</p>

<p><a href="http://wayland.patch.com/articles/wayland-police-investigating-two-daytime-home-break-ins">Wayland Police Investigating Two Daytime Home Break-Ins &#8211; Wayland, MA Patch</a>. An audible alarm apparently frightened one potential burglar away, but a second break-in later the same day resulted in stolen jewelry and cash. Wayland Police is looking into separate break-ins that occurred within hours of one another on Wednesday afternoon, and Police Chief Bob Irving said it&#39;s &quot;very possible&quot; the two are connected. No one was home at the time of either break-in.</p>

<p>On Wednesday February 15, 2012, Wayland Police responded to two residential burglaries. &nbsp;At 12:47 P.M. police responded to a burglar alarm at a residence on Fox Meadow Lane. &nbsp;Upon arrival, officers found a garage window open and the door between the garage and the house forced open. &nbsp;Officers checked the house and the surrounding area but could not locate the intruder. &nbsp;It is believed the burglar had been scared off by the burglar alarm. Nothing was reported missing.&nbsp;</p>
<p>At 5:30 P.M. officers responded to a Glezen Lane home after the resident discovered a break-in when she returned home. &nbsp;In this case, the perpetrator gained entrance through a basement sliding glass door. &nbsp;Jewelry and cash were missing from the home. &nbsp;Both cases are under investigation by detectives and they ask anyone that may have any information to contact them at 508-358-4721.&nbsp;</p>
<p>Additional daytime burglaries have occurred in the towns of Lincoln and Sudbury recently. &nbsp;Police ask homeowners to secure their homes when they leave, set their burglar alarms if they have one and to immediately report any suspicious activity in their neighborhoods. &nbsp;If an unknown person knocks on your door and asks for directions or provides other excuses for them being there, it is possible that they are checking to see if someone is home before breaking in. &nbsp;This type of activity should immediately be reported to the police so we can attempt to identify the individuals. &nbsp;Vehicle descriptions and license plate numbers aid the police in investigating and identifying suspicious individuals. &nbsp;As jewelry is often the target of residential burglars, it is suggested that homeowners hide their jewelry or store it in a safe place. If a resident comes home and discovers that their home has been broken into, they should exit the home and contact the police so a thorough check of the house can be made by officers.</p>

			<content:encoded><![CDATA[<p>The Board of Selectmen will meet on Monday, Feb. 13 in Town Building.</p>
<p>The selectmen will convene briefly in the Selectmen&rsquo;s Meeting Room to review the agenda before recessing to attend the Finance Committee&#39;s proposed fiscal 2013 budget presentation. The FinCom will review slides covering the budget guidelines, budget review process, funding sources for operating and capital budgets, and steps leading to Town Meeting.</p>
<p>After the presentation, the board will return to receiving public comment and then consider and approve the consent calendar.</p>
<p>At approximately 8 p.m., Superintendent Ed Bouquillon and members of the Minuteman School Committee leadership will provide information about their academic and vocational-technical programs, review the proposed fiscal 2013 district budget, discuss enrollment trends, and scope of the future capital building project. The selectmen will also learn more about the article proposing the establishment of a stabilization fund for the school district for capital maintenance needs, and consider the appointment of a Wayland resident to serve on the Minuteman School Building Committee.</p>
<p>Later, the board will consider establishing a temporary advisory committee to make recommendations on amenities to the town green at Town Center; appoint a finance subcommittee to assist the 375th Anniversary Commemoration Committee; and approve a modification to the mission statement of the Cable Television Advisory Committee to clarify limits on responsibility for the MAN (the network connecting municipal and school buildings).</p>
<p>Next, the selectmen will review the status of various articles submitted for inclusion in the 2012 Annual Town Meeting Warrant. It is customary that the text of some articles are modified to achieve stated goals and meet legal requirements during the vetting process that is ongoing through the printing of the warrant in mid-March. Petitioners advocating for a change in the mode of selecting the Finance Committee and to the budget preparation and review process will discuss potential amendments to the article. The board will consider the order of articles for the warrant.</p>
<p>The selectmen will then review correspondence before listening to the weekly report of Town Administrator Fred Turkington and previewing the schedule and agenda topics for the next several meetings. The selectmen will then offer their reports and concerns, including an update on continuing efforts to improve financial reporting and a discussion on possible modifications to the mitigation agreement for the Danforth Green housing project off Old Connecticut Path just over the town line in Framingham. Recent interest in reducing the size of the project and offering new benefits to both towns are tied to requests for changes in the mitigation plan.</p>
<p>The meeting begins at 7 p.m. in the Selectmen&rsquo;s Meeting Room.</p>

<p>After reviewing the agenda and receiving public comment. &nbsp;Selectmen will conduct a public hearing on the application of Sandy Burr Country Club to permit sale of beer on the golf course during tournaments.</p>

We will give a update on Wayland&#39;s plan, then discuss what needs to be done in the short and long term to make the completed trail a reality. &#160;We need volunteer help. &#160; For everything from trail maintenance linking with neighboring towns, permitting, events, fundraising etc. &#160;If you would like to help, but can&#39;t make this meeting, please email Larry Kiernan at <a href="mailto:larrykiernan04@gmail.com">larrykiernan04@gmail.com</a> or call at 508 358 2568.</p>

<p>December 21, 2011 marks the end of a little more than a half-century of memorable learning experiences in the current facility. &nbsp;On January 3rd, we shall begin making new memories in a markedly improved, state of the art facility &ndash; one that every student who attends Wayland High School deserves. &nbsp;While we&rsquo;re eager to move in, settle in, and start maximizing use of the many bells and whistles, we are particularly mindful of &nbsp;this unique opportunity to reflect on who we are as a school community. &nbsp;Who are we and what are the ties that bind us together? &nbsp;This is a big question to which there are many fitting answers. &nbsp;However, there is a particular strand we want to highlight as we prepare for this momentous move: respect and empathy. &nbsp; There many wonderful aspects of the Wayland High School culture, yet respect and empathy are foundation pieces of who we are. &nbsp;Now is the perfect time to strengthen our foundation.&nbsp;</p>
<p>The strongest of school cultures are those shaped and nurtured by educators and students in a collaborative fashion. &nbsp;Accordingly, we intend to proceed with strengthening our foundation with a partnered approach. &nbsp;BATHE (Being A Teenager is Hard Enough) is a student action group whose focus is to promote respect and understanding among the student body. &nbsp;BATHE has morphed from a club to a course offering peopled by nearly 40 students representing the diversity of Wayland High School. &nbsp;Last year, the group spent considerable time focusing on the anti-bullying effort. &nbsp;This year, the group&rsquo;s primary focus is to take full advantage of the grand opportunity the move to the new facility presents. &nbsp;BATHE has been hard at work planning for major event on January 5th. &nbsp;The event is titled Rachel&rsquo;s Challenge. &nbsp;&nbsp;</p>
<p>Rachel Scott was among the student fatalities in the Columbine incident in 1999. Her parents later discovered her sincere intentions to have a positive impact on the world through the contents of six diaries she left behind. &nbsp;Rachel&rsquo;s intentions have become the foundation of one of the most profound school culture programs in the country.</p>
<p>The mission of Rachel&rsquo;s Challenge is &ldquo;to inspire, equip and empower every person to create a permanent positive culture change in their school, business and community by starting a chain reaction of kindness and compassion.&rdquo; &nbsp;They carry the mission and the message forth via an hour-long presentation to the entire student body. &nbsp;Sustaining the message of respect and empathy beyond the presentation is key. &nbsp;Accordingly, immediately following the formal presentation, there will be a training session involving close to 100 students and members of the faculty. &nbsp;The training equips attendees with the tools and the know how to sustain the momentum created by the assembly. &nbsp;As Rachel&rsquo;s Challenge puts it, &ldquo;The assembly creates the &lsquo;want to&rsquo; or desire for positive change. The training session teaches the &lsquo;how to&rsquo; and ensures that the positive impact will continue.&rdquo; &nbsp;</p>
<p>So many of the values of the school and aspects of its culture are reinforced in homes and in the broader community. &nbsp;Accordingly, Rachel&rsquo;s Challenge will lead an evening presentation for parents and community leaders on the same day (7pm start time). &nbsp; Much of the presentation highlights that which student will experience in the morning presentation. &nbsp;The facilitators will go a step further in making recommendations on how parents and members of the community can reinforce the message.
