Debt Exclusion: Beach House Plans
The Recreation Department has been working on plans to replace the present beach house, which after many years of faithful service has reached obsolescence due to stuctural, code and other problems. The department has prepared plans and a budget to demolish the beach house and construct two new buildings, described below and depicted in the drawings below. The bathroom/changing building consists of about 730 square feet, and the snack/lifeguard/storage building 500 square feet, together about the same size as the existing structure. Locating bathroom/changing areas in a separate building is intended to increase flexibility for access by various user groups, while the other building if not in use can remain secured. Separating the functions into two modest structures has the further visual benefit of reducing their apparent size. The project scope includes upgrading the septic system as well as the stormwater management system of the site and parking lot to correct longstanding drainage problems and ensure the lake’s water quality.
If the project proceeds according to schedule the new buildings will be done and available for use in late spring of next year. The project requires voter approval in two steps:
- Tuesday, May 11 – Election Day; Debt Exclusion question (which encompasses the beach house project) must pass by majority of Wayland voters, constituting approval to borrow funds.
- Thursday, May 13 – Wayland Town Meeting; the project is one of seven Debt Exclusion items in the Capital Budget, which must pass by a 2/3 vote, authorizing the borrowing of the specified funds for the beach house and other projects.
$570,000 is being sought to go with $550,000 already appropriated at town meeting two years ago. Taxes required to fund the Debt Exclusion would be equal to the retirement of other Town debt, keeping the associated taxes level.

Among the issues the proposed structures are intended to correct:
- The garage/storage area in the basement floods when it rains.
- The septic system is not Title V compliant.
- The site stormwater drainage does not meet current standards.
