Wayland Town Crier 11/6/11: Road work begins in anticipation of new Town Center. For the past few weeks there have been signs that work on the new Town Center has begun. The first visible evidence was the removal of the Raytheon building’s windows. Not as visible as the removal of the windows, but just as significant, was the removal of the internal equipment inside the building. All of this was to prepare the building for demolition. The reason the demolition of the Raytheon building is important is that it meets the requirements of an out-of-court settlement between Twenty Wayland, the developer of the project, and the Wayland Historic District Commission. The parties agreed that 50 percent of the Raytheon building had to be demolished before work could start on the roads within Wayland’s historic district. Last week the demolition of the building began.

Boston Globe 7/3/11: Long-delayed Town Center set to start – The Boston Globe. Construction is set to start this summer on a commercial, housing, and retail development in Wayland that supporters say will create a community gathering place and generate much-needed property tax revenue. After seven years of planning, town officials say developers of the Town Center project have finally secured all the necessary permits and approvals to break ground. The last major obstacle was a permit to connect to a wastewater treatment facility, which was granted by the state last month. Town Administrator Fred Turkington said developer Twenty Wayland will hold off until the appeal process on the wastewater permit is completed and then get to work. An exact construction date was not available, but the demolition of an existing building on the property could start as soon as next week if there are no appeals to the permit, Turkington said.

The developer of a retail and housing project in the center of town has received a key state permit, and builders and town officials say work could begin as soon as next month. The state Department of Environmental Protection gave approval this week to developer Twenty Wayland to discharge up to 45,000 gallons of wastewater per day from the proposed Wayland Town Center project to the town's new treatment facility, due to be completed in early 2012.

Wayland Patch 6/8/11: MassDEP Issues Permit for Wayland Town Center Sewer Connection. The Massachusetts Department of Environmental Protection has approved the sewer connection permit Twenty Wayland requested in order to move forward with the Wayland Town Center project. The permit allows for a total discharge from the Town Center of 45,000 gallons per day to Wayland’s wastewater treatment plant, which is permitted to treat 52,000 gpd. Phase I of construction is permitted at 28,000 gpd, and the additional 17,000 gallons are part of Phase II. As part of the Town Center project, Twenty Wayland will construct a sewage pump station, which will eventually be owned and operated by the Town of Wayland, to move the sewage to the treatment plant.

An overflow crowd filled the Large Meeting Room of the Wayland Town Building last week to give testimony to two representatives from the Massachusetts Department of Environmental Protection (DEP) regarding the application for a sewer connection submitted by Twenty Wayland in connection with the long-pending Town Center project. The permit would allow the proposed development to link up to the new wastewater treatment facility now under construction on the former Raytheon property. The new plant will have a capacity of 52,000 gallons per day.

The Massachusetts Department of Environmental Protection (MassDEP) has scheduled a public hearing on Thursday, May 19, 2011 from 5:00 to 7:00 p.m. at the Wayland Town Building (Large Hearing Room) to receive public comment on the application of Twenty Wayland, LLC to connect to the Wastewater Treatment Facility. MassDEP scheduled the public hearing in response to public comments on the draft permit and requests for a public hearing received from six citizens. Wayland Town Crier 1/7/11: State says Wayland board broke meeting law. The attorney general's office has ruled the Board of Selectmen violated the state's Open Meeting Law in an executive session last summer. The attorney general's review resulted from a complaint filed by local attorney and former selectman George Harris. In the latest ruling, Assistant Attorney General Jonathan Sclarsic wrote that selectmen were allowed to go into executive session last July to discuss traffic for the Town Center project, as it was subject to the litigation between the Historic District Commission and Twenty Wayland, the developer, but it should have reconvened in open session to approve a traffic certificate.

A long and contentious stalemate between the Historic District Commission and developers of the Town Center project has ended with a compromise that will allow Twenty Wayland to move forward more quickly with traffic improvements. The commission voted unanimously last night to approve an agreement that settles a lawsuit brought by Twenty Wayland, and to issue a revised certificate of hardship, which will allow the developer to begin roadwork on the intersection of routes 20, 27 and 126 before Town Center construction begins.

Wayland Town Crier 2/2/10: Board of Selectmen stand firm on traffic mitigation for Town Center. The Board of Selectmen dug in its heels on Monday night, refusing to amend traffic mitigation measures in its Development Agreement for the proposed Town Center project, thus continuing a stalemate with the Historic District Commission (HDC) which decreed that no road work take place in the Historic District until the project is substantially under way. Twenty Wayland is in litigation with the HDC over the conditions issued in its decision. "In view of the clear recommendations of our traffic consultant, it would be quite imprudent for the board to fly in the face of that and amend the agreement," said Selectmen Michael Tichnor. The selectmen’s decision was in response to a letter from Twenty Wayland on Jan. 20, in which the developer requested the four parties who previously issued or were party to agreements relative to traffic improvements required for the development to amend their agreements as outlined in the HDC’s certificate of hardship.
