High School Building Committee update.

The Wayland High School Building Committee (HSBC) met on March 5 to discuss the work of the Futures Team, review the ballot question and warrant article on the feasibility study and schematic design, and update recent progress with the Massachusetts School Building Authority (MSBA).

Dr. Frank Locker, educational facilities planner, reported the Futures Team, a group of nearly 60 Wayland citizens and staff, would conclude its meetings on March 6 with deliverables that include a draft program of space needs within the limits of state standards, a list of guiding principles, and a communications plan and schedule.

The overriding goal of the planning work is to provide a basis for designing flexible space so that changes in teaching and learning over the next several decades can be accommodated in the facility. The High School staff will work with Dr. Locker over the next few weeks to finalize the draft programming and translate it into an educational specification, a prerequisite for the feasibility study and schematic design.

 

The HSBC reviewed the MSBA requirement for a separate ballot question for any school funding project, including feasibility study and schematic design. The MSBA has approved the language for both the debt exclusion ballot question and the warrant article. The debt exclusion and warrant article for $726,000, if passed, will result in no more than $315,600 impact on the town’s debt after taking into account a previous allocation and state reimbursement of 40 percent, as directed by the MSBA. This step is also required to secure 40 percent state funding on the entire project down the road.

David Saindon of KV Associates reported he is working with the MSBA on the scope, schedule and budget of the feasibility study and schematic design. The MSBA is reviewing the Preliminary Design Report of 2004. Saindon toured Wayland High School with Facilities Director John Moynihan to begin analysis of a renovation option.

The next HSBC meeting is scheduled for Thursday, March 19 at 7:30 p.m. in the School Committee conference room on the second floor of the Wayland Town Building. Prior to this meeting at 7 p.m., all candidates for elected office in Wayland are invited to attend a briefing on the status of the High School project.
