Wayland mulls $880K in capital spending. Voters will decide whether to approve $880,000 in capital spending at the polls on April 5 and as part of the overall budget presentation at Town Meeting starting April 7. The town's policy on capital spending states that all building repairs, field improvements and major equipment and vehicles costing more than $100,000 should be decided upon by a Proposition 2 1/2 debt exclusion question on the ballot. Finance Committee Chairman Cherry Karlson said at Monday's selectmen meeting that the proposal will add new debt more slowly than old debt is being retired, resulting in a savings of $20 in property taxes for the average household in fiscal 2012.
