Cochituate residents are concerned about a proposal to build 12 townhomes on a School Street lot under the state’s Chapter 40B affordable housing rules. The Massachusetts Housing Finance Agency is reviewing a project submitted by Wayland developer Windsor Place LLC to build 12 rental units on an almost 38,000-square-foot lot at 24 School St.
