Articles completed during first session of Town Meeting, Monday, April 6:

  4. OPEB Funding.  Three motions, all passed: (a) 237-17, (b) 240-13, (c) 233-15
  5. FY 2016 Omnibus Budget.

Notes on the Budget Discussion

  • There were several changes made prior to the motion; these were included in a handout available at Town Meeting, and included in links below.
  • The Finance Committee had wanted to add to the original motion a provision that would have added a revolving fund for adult education, but after a procedural objection to the wording change by George Harris, this was ruled impermissible.
  • Linda Segal noted that at the Warrant Article Hearing, it was agreed that “wastewater treatment facility” would be removed from Town Administrator oversight list.  As the motion had already been made, this required a vote, which passed 250-17.
  • Operating Budget
    • Kent George moved to cut the school budget by $200,000 (aimed at special education pre-pay).  This was supported at by one School Committee member (Donna Bouchard), but opposed by Ellen Grieco.  This motion failed 128-181
    • Both operating budgets motions were then voted on passed handily (Motion 1: 219-58, Motion 2: 246-36)
  • Capital Budget
    • Margo Melnicove moved to change funding source for Capital Item 12 from free cash to borrowing.  Motion passed 139-111
    • Margo Melnicove moved to change funding source for Capital Item 18 from free cash to borrowing.  Motion failed, 109-138
    • Margo Melnicove moved to delete Capital Item 27 (Happy Hollow nurse’s office and other spaces).  Motion failed 83-147
    • Molly Upton moved to change the funding source for Item 22 from borrowing to free cash.  Motion passed 161-60
    • Capital Budget passed (Motion 3 170-23,  Motion 4 166-15)

Wednesday, April 8

  1. Withdraw from Minuteman Regional Vocational School District.  Passed 130-4
  2. Amend Bylaw re: Reconsideration of Articles by Town Meetings.  Motion revised from what’s in the warrant by deleting the proposed change in vote quantum – it will remain at 2/3.  Passed 117-76.
  3. Amend Chapter 193 – Stormwater and Land Disturbance Bylaw.  Passed 138-73. (An amendment to it proposed be Cliff Lewis to increase 500 to 2500 sq ft in 193-4 B(2) failed 71-133)
  4. Authorization for the Town of Wayland to Grant an Additional License for the Sale of All Alcoholic Beverages not to be Drunk on the Premises.   Passed 130-106 (Note: this article was amended twice: the first time after a motion by Tony Boschetto to remove references to the specific company and address the license would be for, the second time by Jim Grumbach to add that the license was for a business at the new Town Center)
  5. Transfer Dudley Woods Parcels for Passive Recreation.  Passed 241-7
  6. Design and Construct Trails and Signage at Dudley Woods.  Passed 243-25
  7. Acquire Open Space Parcel in Sage Hill Subdivision.  Passed 234-45
  8. Fund Construction of Rail-Trail in Wayland.  Passed 254-43
  9. Acquire Municipal Parcel in Town Center and Convey Access Easement in Town Center.  Failed to achieve 2/3 majority, vote was 148 in favor, 80 opposed

  2. Amend Chapter 36 of the Current Bylaws.   Amendment to replace “as soon as possible” with “after” to allow Town Meeting to be scheduled anytime on or after the fourth Thursday in May, passed 193-164.  The main motion (as amended) Failed 167-191.
  3. Accept Chapter 390 of the Acts of 2014 to Establish a Tax Title Collection Revolving Fund.  Passed 202-8
  4. Town will Enforce Lowest Speed Limit Allowed by Law.  Passed over.
  5. Appropriate Fund to Create Stewardship and Land Management Plans for Conservation Land, Passed 238-15
  6. Resolution to Continue Electronic Voting Through FY 2019.  Passed
  7. Prohibit Roadside Distribution of Phone Books and Advertising.  Amendment moved by Ken Isaacson exempts political fliers from this article, passed 111-94 (however, note that Town Counsel previously clarified that it is not legal to affix materials to the mailbox, and that the Attorney General may rule that allowing some speech and not other may be struck from the article when considered by the state).  The article passed as amended 134-74
